Territorial Appropriation of Leading-Edge Innovation Actions (TALIA), 15-16 Marzo 2017

Nel corso degli ultimi anni, la comunità degli stakeholder MED ha sviluppato una crescente consapevolezza della necessità di andare oltre progetti frammentati e una tantum ed esplorarne il potenziale di scalabilità in un modo molto più efficace e coerente. Per scalabilità si intende la capacità di realizzare risultati di progetto che raggiungano un maggior numero di beneficiari nel tempo e nello spazio e che impattino sulle tematiche sia in termini di policy che in termini pratici.
A questo scopo, nel corso della preparazione del nuovo periodo di programmazione 2014-2020, si è discusso molto su approcci nuovi e innovativi per la capitalizzazione di progetti pilota di successo a livello di Stato membro, regionale e Macro regionale ed il Programma Interreg MED ha scelto di adottare una nuova procedura per fornire una migliore concentrazione e visibilità di ogni progetto cofinanziato nell'ambito del Programma stesso in termini di obiettivi, attività, risultati attesi e durata di attuazione.
Il concetto di "progetti orizzontali" è il risultato di suggerimenti e proposte rivenienti sia dall'interno (gestione del Programma) sia dall'esterno (partner dei progetti) volto a migliorare la qualità del Programma MED nei termini sopra descritti.
TALIA è il progetto orizzontale, coordinato dalla Sezione Ricerca, Innovazione e Capacità Istituzionale della Regione Puglia, che intende costruire e sviluppare la comunità sociale e creativa del Programma InterregMED, orchestrando lo stato di avanzamento dei risultati dei singoli progetti modulari finanziati nel 2016 nell'ambito dell' Asse Prioritario "Industrie Culturali e Creative e Innovazione Sociale".
TALIA, attraverso la sua conferenza di lancio del 15 marzo 2017, si pone, pertanto, l'obiettivo di raccogliere i risultati rivenienti dai progetti modulari e facilitarne il loro trasferimento ad altre comunità (cioè ad altri Programmi tematici, Commissione europea, Stati membri, network istituzionali e / o tematici, ecc...), fungendo da facilitatore comune di sinergie, in grado di favorire lo scambio e la condivisione tra i singoli progetti modulari per poter trarre il massimo beneficio dall'impatto complessivo dei risultati che saranno ottenuti da questi ultimi e nei territori coinvolti.
La giornata sarà organizzata in una sessione plenaria mattutina ed in sessioni parallele pomeridiane tematicamente incentrate sui contenuti dei sei progetti modulari finanziati dal Programma Interreg MED nel 2016 :

• progetto "openDOORS" per la sessione su SHARING ECONOMY
• progetto "CO-CREATE" per la sessione su CROSS FERTILIZATION
• progetto "COWORKMED"per la sessione su CO-WORKING PROCESS
• progetto "ProminentMED" per la sessione su PUBLIC PROCUREMENT OF INNOVATION
• progetto "ChIMERA" per la sessione su CREATIVITY AND CLUSTERING
• progetto "CreativeWear" per la sessione su TEXTILE &CLOTHING BUSINESS

Partners del progetto TALIA sono, oltre alla Regione Puglia (capofila), l'Unione delle Camere di Commercio greche, l'Istituto Nazionale per la ricerca nelle Scienze Informatiche e per l'automazione - INRIA (Francia), l'Agenzia per lo Sviluppo Economico della Città di Prijedor - PREDA (Bosnia-Herzegovina), il Consorzio per la Società dell'Informazione e della conoscenza Fernando de los Rios (Spagna) e l' European Network of Living Labs - ENoLL (Belgio).
La partecipazione all'evento è gratuita; l'iscrizione è obbligatoria.
La lingua ufficiale è l'inglese.
E' prevista la traduzione simultanea Italiano- inglese e viceversa solo nella sessione plenaria della mattina del 15 marzo.
Il 16 marzo è prevista una riunione di progetto non aperta al pubblico ma destinata ai partner dei progetti Modulari e di TALIA.

In recent years, the community of stakeholders MED has developed a growing awareness of the need to move beyond fragmented projects and una tantum and explore the potential of scalability in a much more effective and coherent way. Scalability refers to the ability to achieve project results able to reach a greater number of beneficiaries over time and space and to impact both in terms of policy and in practical terms
To this end, during the preparation of the new programming period 2014-2020, there was much discussion on new and innovative approaches for the capitalization of successful pilot projects at Member State, regional and macro regional level and the Interreg MED Programme decided to adopt a new procedure to provide better concentration and visibility for each project funded under the program itself in terms of objectives, activities, expected results and duration of implementation.
The concept of "horizontal" projects is the result of suggestions and proposals arising from both inside (Programme management) and outside (project partners) to improve the quality of the MED Program in the terms described above.
TALIA is the horizontal project, coordinated by the Research, Innovation and Institutional Capacity Service of Apulia Region, that aims to build and develop the creative and social community of the Interreg MED Program, by orchestrating the progress and results of individual modular projects financed in 2016 within the Priority Axis "Cultural and Creative Industries and Social Innovation".
On the first day, March 15th both TALIA and the six MED projects will be presented and potentials for collaboration and cooperation will be explored. Participating organisations will have the opportunity to present their own work and discuss strategic directions with local entrepreneurs and policy initiatives from the Puglia region as well as leading European experts trying to implement the Creative MED Model towards a new methodology.
The program will consist of an introduction session of the initiative and its main protagonists, and of parallel round tables on the following cross-cutting issues of the six modular Projects financed in 2016:

• SHARING ECONOMY lead by project “openDOORS” - Designing a network of cOOperating cReative communities for developing a Sharing economy
• CROSS FERTILIZATION lead by project “CO-CREATE” - Setting up a network of COmpetitive MED Clusters with the contribution of CREATive industriEs
• CO-WORKING PROCESS lead by project “COWORKMED” - Social Innovation Research On Coworking Clusters
• PUBLIC PROCUREMENT OF INNOVATION lead by project “ProminentMED” - Public pROcureMent of INnovation boosting greEN growTh in MED area
• CREATIVITY AND CLUSTERING lead by project “ChIMERA” - Innovative cultural and creative clusters in the MED area
• TEXTILE &CLOTHING BUSINESS lead by project “CreativeWear” - Creative Clothing for the Mediterranean Space

Partners of TALIA project, in addition to Regione Puglia (lead partner), the Union of Greek Chambers of Commerce (UHC), the National Institute for Research in Computer Science and Automation - INRIA (France), the Agency for Economic Development of City of Prijedor - PREDA (Bosnia-Herzegovina), Consortium for the Company Information and knowledge of Fernando de los Rios (Spain) and the 'European Network of Living Labs ENoLL (Belgium).
The event participation is free of charge. The registration is mandatory.
The official language of the event will be English.
Simultaneous translation from/to Italian will be provided only during the Plenary session of the morning on 15th March, 2017.
The kick off meeting works, scheduled on March 16th, will be reserved to TALIA and Modular project partners.
